Allocation
Anyone can promise a fair draw.
The useful question is what a family could check if they did not believe us. This page is the answer — both allocation methods in full, the exact limits on every role, and how the result can be reproduced by someone outside the system.
Classes 1 to 4 — the draw
Committed before it is run, so it cannot be run twice.
A random draw whose seed is only recorded afterwards proves nothing: whoever runs it can keep running it until the result suits them, then save the last one. Evorti commits to the draw before it happens, which closes that door.

The draw is committed
A random seed is generated and sealed. Only its hash is published, on the institution's own page, where anyone can see it. Nobody — not the institution, not Evorti — can read the seed itself yet.
- 02The moment the deadline passes
The list is frozen
Every paid application in that class is fixed into an ordered list, and a hash of that list is recorded. Nothing can be added, removed or reordered after this point.
- 03At the scheduled time
The draw runs once
The sealed seed and the frozen list together produce one order, by a cryptographically secure method. The same two inputs always produce the same order — there is nothing to re-roll.
- 04Immediately afterwards
The seed is released
The seed is published alongside the result. Anyone can take the seed and the applicant list and reproduce the exact draw. A draw that had been quietly re-run would not match the hash committed days earlier.
Class 5 and above — merit
The formula is published before a single application arrives.
Each institution chooses what its entrance test, the previous result and the interview are worth. Whatever it chooses is printed on its page before applications open, and cannot be altered once they have.

What each role can and cannot do.
These are not policies that someone is trusted to follow. The controls do not exist in any panel, including ours.

The record
Every action, kept, in order, permanently.
The log is append-only. Entries cannot be edited or removed by any account, and it survives staff changes, account closures and re-installs. If a family raises a question three years later, the answer is still there.
Institutions can read their own log at any time without asking us for it.
